ISLAMIC-BASED BLUE ECONOMY: ENVIRONMENTAL AND SOCIAL FACTORS IN SOUTH LAMPUNG REGENCY

Abstract
This study examines the role of environmental and social factors in implementing Blue Economy principles from an Islamic economic perspective in South Lampung Regency. A quantitative survey approach was applied, with a population of coastal communities and active fishermen. A sample of 96 respondents was determined using the Slovin formula at a 10% margin of error and selected through simple random sampling. Data were collected via questionnaires and analyzed using multiple linear regression with statistical software. Findings indicate that social factors significantly influence the implementation of Blue Economy principles, while environmental factors show no significant effect. The novelty of this research lies in integrating the Blue Economy framework with Islamic values—particularly khalifah (stewardship), maslahah (public benefit), and the prohibition of fasad (destruction)—which remain underexplored in Indonesia’s coastal context. Theoretically, this study enriches literature on the intersection of social dimensions and Islamic-based economic practices in marine resource management. Practically, it provides guidance for sustainable coastal development policies, highlighting community participation, solidarity, and collective awareness as key drivers. In conclusion, social aspects emerge as the primary force in supporting sustainable marine resource management, while environmental aspects require further strengthening. This study contributes both academically and practically to advancing the Islamic-based Blue Economy and offers insights for policymakers and stakeholders in designing sustainable coastal strategies.
