Evaluasi Tata Kelola KPU dan Bawaslu dalam Penyelenggaraan Pemungutan Suara Ulang (PSU) Pilkada 2024: Kabupaten Pasaman, Sumatera Barat

Abstract

This study aims to evaluate the governance of the General Election Commission (KPU) and the Election Supervisory Board (Bawaslu) in conducting the re-voting (PSU) during the 2024 Simultaneous Regional Elections in Pasaman Regency, West Sumatera. PSU serves as a democratic instrument provided within the electoral legal framework to address various violations or irregularities in the voting process. The study adopts a qualitative approach using a case study method. Data collection was conducted through in-depth interviews, field observations, and analysis of relevant official documents. The findings reveal that the implementation of PSU in Garut faced several challenges, including limited execution time, uneven logistics, and low voter participation. KPU Pasamant demonstrated professionalism in preparing the PSU stages but encountered difficulties in cross-sector coordination and disseminating information to the public. Meanwhile, Bawaslu pasaman performed well in terms of supervision and handling violations but was less optimal in preventive measures and voter education. Local political dynamics also influenced the effectiveness of the two institutions. This study recommends strengthening the institutional capacity of KPU and Bawaslu through technical training, the development of more adaptive standard operating procedures, and enhanced collaboration with local stakeholders. These findings are expected to serve as a reference for improving electoral governance, particularly in PSU implementation in regions with high election vulnerability.
