Urban Area Development Governance Based on River Embankment in Palembang City

Abstract
The City of Palembang, as one of the largest cities in South Sumatra, faces challenges in managing urban growth and development. In the 1930s, the number of Musi River tributaries in Palembang reached 316. However, now the number is only 95 tributaries, so during the existence of Indonesia, Palembang has lost 221 tributaries due to land conversion. The purpose of this study is to determine the governance of urban development in Palembang City and to determine the impact on the community of the filling of tributaries on this governance. The type of research used in this study is descriptive research using a qualitative approach. The results of this study indicate that in Palembang City, the phenomenon of the need for land tends to continue to increase due to the increasing population growth, resulting in symptoms of land use competition and in the planning process, utilization and control of space utilization has not taken place as expected. This study also found the impact of the filling of tributaries such as flooding and water pollution.
