Abstract
The purpose of this study was to explore the legal basis of the regulation of human resource management at Legal-Entity-State Universities (PTN BH). The background of this was the indication of the inconsistency of non-academic management regulations in the field of human resources at PTN BH. The research method used was a normative research method with a statutory approach. The results of the study indicated a disharmony in the regulations in the 1945 Constitution, Law Number 20 of 2003 concerning the National Education System, Law Number 12 of 2012 concerning Higher Education, Government Regulation Number 4 of 2014 concerning the Implementation of Higher Education and Management of Higher Education, Government Regulation Number 8 of 2020 concerning Amendments to Government Regulation Number 26 of 2015 concerning the Form and Mechanism of Funding for PTN BH and Government Regulations concerning the Statutes of PTN BH. Therefore, it is necessary to issue new laws and regulations that align with the legal basis for regulating non-academic management of human resources in PTN BH,based on university autonomy.
