Human Resource Development Planning at SMP Negeri 2 Tulung Selapan, Ogan Komering Ilir Regency

Abstract
This study aims to analyze human resource (HR) development planning at SMP Negeri 2 Tulung Selapan, Ogan Komering Ilir Regency. It employs a descriptive qualitative approach to illustrate the phenomenon of HR development planning at the school. The primary informant in this research is the school principal, while supporting informants include the vice principal in charge of curriculum, teachers, and other staff members. Data is collected through observation, interviews, and documentation. Data analysis follows the Miles and Huberman model, which consists of data reduction, data presentation, and conclusion drawing. The findings indicate that HR development planning at SMPN 2 Tulung Selapan is conducted through intensive coordination among school stakeholders. Target setting and goal determination are carried out in meetings held at least twice a year to assess HR availability. Additionally, the school evaluates its current status by organizing training programs such as MGMP, workshops, and technical guidance (Bimtek) tailored to teachers' needs. Identifying facilitators and obstacles is also a crucial part of the planning process, with challenges like training schedule delays being addressed through effective communication among stakeholders. The development plan is structured based on data and HR needs within the school. Overall, HR development planning at SMPN 2 Tulung Selapan demonstrates a well-organized effort to enhance competency and education quality through effective coordination and thorough planning.
